Key Responsibilities
- Directing a department of 70 employees across multiple divisions
- Overseeing the planning and execution of the city's capital improvement projects
- Managing water, wastewater, and drainage utility operations
- Developing and monitoring a $10 million annual departmental budget
- Advising the City Manager and City Council on infrastructure and public safety matters
Essential
- Bachelor’s degree in Public Administration, Civil Engineering, or a closely related field
- Minimum of five years of progressively responsible leadership in public works or utility operations
- Proven track record in managing capital improvement programs (CIP)
- Strong background in municipal budgeting and fiscal management
- Comprehensive knowledge of regulatory compliance for water and wastewater
Preferred
- Registered Professional Engineer (P.E.) license in the State of Texas
- Project Management Professional (PMP) or Certified Construction Manager (CCM) credentials
- Class A or B Water License
- Experience with grant acquisition and administration
